Heck if I know any of the details, it all happened after I left council. Strangely enough, I never read a thing about it, never heard about it in the paper until it was over and done with. I cannot speak with certainty on the timing, but I suspect it came about around the time Virginia Warren was ill with terminal cancer. It would be interesting to total up all the hospital bills, dr visits, treatments, medicines, rehab, equipment, etc that this has covered since its inception. It must be an astronomical number (I"m not talking just the premiums here, but the actual payouts made by the insurer, which, eventually do affect everyone's premiums). This is akin to the way the Congress gets top tier health care and benefits while the majority of the country does without basic coverage. It's unconscionable. Someone with closer access should look for the council meeting minutes wherein this motion was made and passed, if it ever was.
