Re: City Manager and Accountability

It is my intention to bring the following subject matter up at the next council meeting:

To request a City Council meeting agenda item or workshop to review how the City Manager is annually evaluated, counseled when necessary, and any progressive disciplinary procedures.

This agenda item or workshop should include a presentation from Jane O'Conner on how current employees are evaluated on a 90-day and annual basis, the process and forms utilized for employee counseling and progressive disciplinary procedures, the current job description and evaluation procedures in place for the City Manager, current procedure for annual merit increases for employees including the city manager, and any additional presentation of pertinent human resources policies and procedures.

In addition, the presentation should include how similar city managers are evaluated, merited, and counseled as appropriate. Subsequently, the Mayor and City Council should have the background material to move forward on appropriate policies and procedures to initially and annually evaluate a city manager and actively coach, counsel, and set progressive disciplinary procedures based on performance if necessary.
